If you're like me, you might spend your spare time reading the entire proposed Bush budget for 2004, and if you did so, you would eventually get to the stuff about NASA and find a passage called "Where are the Real Space Aliens". It discusses the current status/research on finding aliens. Unfortunately, there doesn't seem to be a line item in the budget explicitly related "finding aliens", but at least there is this small narrative section. To read it, go here, and use your browser to find the words "space aliens". Or, you can read an AP summary of the passage.
