Arnold learning by example
It seems that the liberties our federal government has been taking with the power of the executive branch have been rubbing off on Arnold. He's just authorized state payments to be made to local government, without the consent of state legislature, using an obscure law that allows the Governor to make "emergency appropriations." The primarily Democrat legislature says this move might be illegal, and it made the state's credit rating fall by three notches. Oh yeah, he also cut $150 million from services like higher education and social services. The state university system will cut admissions as a result. Way to go.
